      Position Summary
      The Client is seeking a highly experienced Business Analyst - Project Lead to support complex Medicaid system modernization efforts, including MMIS Replacement and Member Management initiatives. This role requires strong commercial healthcare background, Medicaid expertise, business process analysis, and the ability to work across diverse internal and external stakeholder groups. The consultant will evaluate business needs, document requirements, support system integration efforts, and ensure alignment with MITA principles.

      Responsibilities
      • Act as liaison between business program teams and IT to identify and translate business needs into functional system requirements.
      • Analyze business operations to identify automation opportunities, process improvements, and technology-driven solutions.
      • Conduct requirements development including elicitation, analysis, validation, and documentation.
      • Document as-is and to-be processes, workflows, business rules, data requirements, and integration dependencies.
      • Support business process redesign efforts for new technology implementations.
      • Create functional specifications and manage version control, change control, traceability, and approval workflows.
      • Provide guidance to technical development teams and testing teams on requirements interpretation.
      • Participate in cross-functional project meetings, vendor coordination, and stakeholder communication.
      • Identify risks, issues, and dependencies and recommend mitigation strategies.
      • Support buy-versus-build assessments.
      • Maintain business rules and requirements repository.
      • Perform other project-related duties as required.
      Required Skills
      • Bachelor's degree in a technical, business, or healthcare field.
      • 7+ years of experience in commercial healthcare.
      • 3+ years of experience with State Medicaid payer system integration and delivery.
      • Familiarity with Medicaid Information Technology Architecture (MITA).
      • Experience working on cross-functional, enterprise-level IT projects.
      • Familiarity with EDI, standard healthcare data structures, file formats, and business processes.
      • Strong ability to communicate with all levels of the organization-business users, vendors, leadership.
      • High attention to detail and strong documentation skills.
      • Ability to work onsite daily and operate professionally within a diverse team environment.
      Preferred Skills
      • General SME-level knowledge of Medicaid programs or healthcare insurance operations.
      • Experience with MMIS-projects or production operations.
      • Experience using Microsoft Project / Project Server.
