      Statement of Work
      Role: MSD technical advisor
      Location: Remote with ability to accommodate meetings
      Timing: 9 January 2023 - 9 May 2023
      Language: English required. French strongly preferred.

      Everyone deserves the opportunity to build a better future. This simple idea has been at the heart
      of Techno Serve’s work around the world for over 50 years. TechnoServe is a pioneer in harnessing
      the power of business and markets to create sustainable pathways out of poverty.
      The low-income communities in which we work are full of enterprising people. Their small farms
      and businesses are the keys to economic development. But they face many challenges: low literacy,
      lack of access to jobs and markets, unpredictable political dynamics and, increasingly, the effects
      of climate change. For many women and young people, the challenges are even more daunting.
      By working with TechnoServe staff, people around the world are lifting themselves out of poverty.
      The results are amazing...when incomes rise and families' living conditions improve, they can
      access health care and education that were previously out of reach. Communities and even entire
      countries are better off.
      I. Background and Project Purpose
      With the financial support of the Dutch and Swiss governments in Benin, TechnoServe's BeniBiz
      project closed its first phase in August 2022, and recently started its second phase in September
      2022, with the financial support of a third donor (the European Union). The BeniBiz project will
      continue to support young women and men in Benin towards economic empowerment, the growth
      of their businesses, and capacity building for key players in the Beninese entrepreneurial
      ecosystem.
      The project during its first phase has already supported more than 5,600 young entrepreneurs who
      have increased their turnover on average by +135% in all sectors.
      The second phase will support more than 100,000 young entrepreneurs in the 12 departments of
      Benin, between 2023 and 2027. The implementation methodology will move from direct support
      to hybrid support: direct + ecosystemic or MSD/M4P.
      BeniBiz 2.0 is based on the objective of creating a functional and sustainable ecosystem for the
      development of micro and small-scale entrepreneurship in Benin, boosting local economies,
      preventing violent extremism, and increasing opportunities (employment, enterprise) and income
      for youth and women. The specific objective of BeniBiz 2.0 is to empower women and young
      entrepreneurs economically, financially, and socially, improve their access to better food systems,
      and increase employment and income. The program builds on the success of the BeniBiz 1.0
      program, which has used direct implementation to support micro and small enterprises in Benin.
      The project is now starting its inception phase, building on the learning of its first phase for the
      direct support, and from WIN Mozambique for the MSD approach.
      II. Independent Contractor Role
      The main role of the independent contractor will be to provide technical advisory on market
      systems development (MSD) intervention design (including budget, M&E, etc.), and monitoring.
      The consultant will coach the project team to design one intervention with a public sector partner,
      1 intervention with a private sector partner, and one intervention with a financial institution
      partner.
      The consultant will report directly to the Chief of party, Gregory Valadie and work closely with
      the Ecosystemic support component Manager, Wilfrid Atchamou, and the project MEL Manager,
      Florice Sagbohan.
      The support will focus on building an expert team and strong systems to ensure the best long-term
      outcomes for the program.
      The training will focus on the whole range of design, implementation, management and
      communication and M&E issues as relates to MSD. The exact scope and content of the training
      will be defined through interviews with the team.
      III. Proposed Timelines and Deliverables
      The consultant is flexible on timing during the months of January to May 2023.
      The consultant would like to blend both the training and support consultancies and deliver several
      short trainings rather than one single 1-2 week training.
      For instance, the consultant could start with a 3 days training on the MSD framework, and then
      provide subsequent coaching sessions as and when needed in the program lifecycle (program and
      intervention design, selecting partners, negotiating partnerships, adaptive management,
      developing measurement systems etc.) and depending on specific team needs.
      For each intervention, it is expected that the consultant support the team to produce the following
      elements:
      Intervention strategy
      Intervention work plan
      Intervention budget
      Intervention MEL plan (intervention guide)
      Partnership agreement
      IV. Skills & Requirements
      ● Implementation expertise in market systems development (MSD)
      ● Strong experience in managing partnerships
      ● Knowledge and understanding of vocational training
      ● Knowledge and understanding of entrepreneurship support program delivery
      ● Excellent written and verbal communication and interpersonal skills
      ● Professional experience in developing countries
      ● Strong computer skills including Google Suite (e.g., ability to manage and incorporate
      comments using Google Docs)
      ● Professional level of spoken and written English
      ● Able to adapt to changing working conditions
      ● Able to work independently, flexibly, and responsively
      ● Professional level of spoken and written French Strongly preferred
