      What to Expect (Job Responsibilities):
      - Lead full-cycle recruitment efforts, including planning, outreach, and selection processes
      - Manage complex employee relations matters and conduct investigations as needed
      - Deliver training programs and coordinate special projects in the HR department
      - Support labor relations initiatives, including negotiations and grievance strategies
      - Conduct statistical research and prepare reports for organizational leadership

      What is Required (Qualifications):
      - Minimum of two years of progressively responsible analytical experience in personnel administration within a local government setting
      - Bachelor's degree in public administration, business administration, human resources, or a related field
      - Valid California driver's license
      - Experience in recruitment, employee relations, and HR analytics
      - Strong communication and judgment skills to handle sensitive HR matters

      How to Stand Out (Preferred Qualifications):
      - Lead or supervisory experience in a human resources capacity
      - Familiarity with HR technology tools and systems
      - Experience in workplace investigations, including harassment and discrimination cases
      - Demonstrated ability to improve HR processes and deliver impactful training
      - Knowledge of labor relations and collective bargaining practices
