      • Project duration: approximately 11 months
      • Hours a week: 40
      • Work schedule: hybrid (the current standard schedule at FISA-OPA is alternating days on-site)
      • Work location - 5 Manhattan West, New York, NY

      FISA-OPA has a vacancy for Senior PeopleSoft Upgrade Specialist role. The objective of this initiative is to support the implementation of required payroll system changes within NYCAPS PeopleSoft resulting from newly enacted federal legislation.
      Required Experience Knowledge, Skills & Abilities:

      • Must have a minimum of Ten (10) years' experience in working with multiple versions of PeopleSoft and PeopleTools across HCM modules.
      • Subject Matter Expert (SME) who has performed multiple PeopleSoft and PeopleTools upgrades and patch installations using Change Assistant and PeopleSoft Update Manager (PUM).
      • Working experience and understanding of PeopleSoft HCM applications (v 9.2 PUM 39+ with fluid technology) and PeopleSoft Tools (v 8.59+)
      • Experience in administration of associated middleware products like Oracle WebLogic, PeopleSoftAppDesigner, Oracle SQL, etc.
      • Experience working with different lines of businesses to fully understand the customizations made to the environment, and the impact to project timeline.
      • Responsible for leading and overseeing the design, development, implementation, and maintenance of Oracle Peoplesoft security products.
      • Responsible for driving the evolution of our Peoplesoft security infrastructure, collaborating with cross functional teams and stakeholders to deliver effective security, identity, and access management solutions.
      • Oversee the end-to-end design, development, testing, and implementation of the Peoplesoft security infrastructure, adhering to architectural and security best practices.
      • Excellent analytical and problem-solving skills
      • Strong knowledge of Server virtualization, PeopleSoft debugging, PeopleSoft tuning
      • Strong Knowledge of PeopleSoft with Oracle RAC Architecture integration and configuration.
      • Strong Knowledge of PS and PT on UNIX, with AIX preferred
      • Ability to plan and prioritize work and meet project deadlines
      • Must be self-motivated and work well with other groups

      Preferred Qualifications:
      • Experience working with an enterprise wide, large-scale implementations
      • Experience working within a matrix environment.
      • Certified in PeopleSoft Upgrade Administration
      • CA Tool & PUM
      • Shell, SQL, scripting.
      • Experience working with New York City Automated Personnel System (NYCAPS) is preferred
      Education:
      • Bachelors or Master's Degree in Computer Science, Engineering or in a Technical/Busi

      Specific job duties will include:
      • Execute required legislative update scripts, perform necessary system configuration changes, and create/retrofit existing payroll-related code, web services, interfaces, and reports within NYCAPS
      Actives and Retirees environments to support implementation of changes mandated under the One Big Beautiful Bill Act (OBBBA).
      • Perform installation, maintenance, and configuration of PeopleSoft, PeopleTools, and associated Middleware infrastructure in support of OBBBA-driven payroll processing, pay rule adjustments, overtime calculations, tax updates, and related reporting changes. Tasks will include supporting the infrastructure of critical Citywide applications including NYCAPS and related payroll components.
      • Work closely with the Technical Lead and project teams to coordinate OBBBA-related configuration changes, manage migrations across environments, and ensure timely completion of all implementation activities within established project timelines while balancing ongoing payroll operations and competing priorities.
