      What to Expect (Job Responsibilities):
      - Lead the negotiation and development of complex IT contracts, intergovernmental agreements, and grant agreements
      - Ensure compliance of all contracts and agreements with federal and state laws and agency policies
      - Advise staff on effective procurement methods and develop comprehensive solicitation documents
      - Provide guidance on IT procurement and assist in identifying and mitigating risks in contracts
      - Stay current with technology procurement practices and participate as a subject matter expert in trainings

      What is Required (Qualifications):
      - Five years of procurement and contract experience related to the position, or a bachelor’s degree and two years of professional-level experience
      - Strong analytical and critical-thinking skills to evaluate complex IT requirements and identify risks
      - Ability to work independently while maintaining accountability and transparency
      - Strong organizational and time-management skills to manage competing deadlines
      - High attention to detail to ensure accuracy and compliance in contracts and solicitations

      How to Stand Out (Preferred Qualifications):
      - Experience in complex IT contract and solicitation planning, development, and negotiation within the public or private sector
      - Previous experience in procurement oversight and clarifying contract rules and guidelines
      - Adaptability and problem-solving skills when addressing changing priorities and procurement challenges
      - Oregon Procurement Basic Certificate (OPBC) or higher
