      Position Overview:
      Ibility is seeking qualified Program Analyst, SR to support the Veterans Health Administration (VHA) in the evaluation, analysis, and enhancement of healthcare program effectiveness. Candidates must have experience within large-scale healthcare systems, preferably within VHA or similar federal healthcare environments, and demonstrate a strong understanding of program evaluation, performance measurement, and operational improvement.

      Please note, this position is contingent upon award (April 2026).

      Key Responsibilities

      • Perform Human Resource duties across one or more functional areas, including classification, staffing, recruiting, benefits administration, employee relations, and/or labor relations.
      • Apply expert-level knowledge of rules and regulations to address technical requirements and resolve complex HR-related issues.
      • Analyze and provide solutions to complex problems within the assigned HR discipline(s).
      • May serve as a team leader within one or more HR functional areas.
      • Provide retirement counseling and process retirement actions, when applicable.
      • Support HR operations by ensuring proper application of policies, procedures, and regulatory requirements.
      Required Qualifications
      • Bachelor's degree.
      • Minimum of 8 years of experience in Human Resources.
      • Demonstrated experience performing HR duties in one or more areas such as classification, staffing, recruiting, benefits administration, employee relations, or labor relations.
      • Expert-level knowledge of applicable rules, regulations, and technical requirements within assigned HR area(s).
      • Proven ability to address and resolve complex HR issues.
      Preferred Qualifications
      • Experience serving as a team leader in one or more HR functional areas.
      • Specialized expertise in retirement counseling and processing.
      • Experience working across multiple HR disciplines.


      $120,000 - $145,000 a year
