- Establish, facilitate, prepare and maintain documentation for an LPAC (committee) that meets quarterly and makes decisions/recommendations on identification, instructional accommodations, EB intensive language services, monitors progress, and reclassification.
- Recruits & trains the staff and parents who serve on the LPAC
- Responsible for preparing and delivering the annual report to parents on student progress and LPAC decisions
- Responsible for providing parents with identification and eligibility documents, tracks, and documents successful participation.
- Work closely with the ARD Committee, RTI committees, SPED teachers, 504 committee, dyslexia program, etc. to coordinate services to dually serve EB students.
- Ensure EBs are accurately identified upon entry and that bilingual/lep coding is in Ascender and the DMAC LPAC platform.
- Ensure the school maintains accurate and up-to-date rosters of EBs that are implemented with fidelity and in a timely manner.
- Ensure language cumulative files and tangible documents are organized, maintained, and accurate.
- With operations, staff support compile demographic data and all data needed for PEIMS submission that aligns with state requirements (parent permissions, parent denials, etc)
- Assist with the implementation and execution of the LAS LINKS, Pre-LAS, LAS LINKS reclassification, TELPAS, IOWA, and STAAR state/federal assessments
- Help teachers learn and use available EB supplemental resources and materials, and help compile school needs, priorities, and recommendations for purchases of the EB supplemental resources
- Coaching of teachers, and direct managers of teachers, on serving their EB students effectively using the sheltered instruction strategies.
- Ensure designated testing supports used on STAAR are also being used effectively in the classroom.
- Collaborate with the EB supervisor in compiling and updating second language acquisition procedures, program needs, data, and recommendations for the EOY ESL Program Evaluation report to the Board.
- Other duties as assigned.
- Two years or more of teaching experience in a physical or virtual environment, required.
- Familiarity with state and federal laws regarding English Learners (ELs) and English as a Second Language (ESL) programs, including identification, assessment, and reclassification procedures.
- Understanding the functioning and requirements of Language Proficiency Assessment Committees (LPACs), including documentation, decision-making processes, and reporting.
- Knowledge of ARD (Admission, Review, and Dismissal) committees, Response to Intervention (RTI), Special Education (SPED) programs, and Section 504 plans to coordinate services effectively for dually identified students.
- Familiarity with assessments like LAS LINKS, TELPAS, IOWA, and STAAR, including their administration and interpretation of results.
- Proficiency in using Ascender, DMAC, and other educational data management systems.
- Strong ability to prepare, maintain, and present comprehensive documentation and reports related to student progress, LPAC decisions, and program evaluations.
- Effective collaboration with various committees (ARD, RTI, SPED, 504, dyslexia) and staff to ensure cohesive service delivery to students.
- Competency in managing demographic and educational data, ensuring accuracy, and preparing it for state submissions.
- Ability to coach and support teachers in implementing effective instructional strategies and using supplemental resources for English Learners.
- Exceptional organizational skills to maintain accurate records, rosters, and language cumulative files.
- A minimum of a bachelor's degree in education, bilingual education, English as a Second Language (ESL), or a related field.
- A master's degree in education, educational administration, curriculum and instruction, or a related field is often preferred and may be required for higher-level positions.
- A Valid Indiana teacher certification, which may include: ESL Supplemental certification (Grades EC-12); Bilingual Education certification (Grades EC-12) if the position involves working in a bilingual program.
- Special Education certification may be beneficial, particularly for coordination with Special Education (SPED) programs and committees.

Overview
The Emergent Bilingual Specialist is responsible for assisting with the coordination, planning, and
preparation of compliance documents for students eligible for Languages Other than English services.
This position will also work to establish effective BOY, MOY, EOY LPACs, and identify & track
EBs/Monitored and Formers.
